“How much does PetPoint cost?” is harder to answer than it should be. 24Pet, the company behind PetPoint, lists it as “custom pricing” and publishes no price list. Third-party software directories don't agree with each other either: one lists a starting price of “Free,” another says “pricing available upon request.” Both can be true, and the reason is the most useful thing to understand about how PetPoint is paid for.
This is the plain-English version. Every PetPoint and 24Pet figure below comes from a public source — 24Pet's own product pages and press releases, a PetPoint product sheet, and a PetPoint contract published in a Texas county's public meeting records — all checked in September 2026. Sources are listed at the end. Your quote may differ, so treat these figures as a starting point for your own conversation with 24Pet.
How PetPoint is paid for
PetPoint has been around since 2005, and it has always sat alongside 24Pet's (formerly Pethealth's) microchip, lost-pet-recovery and pet-insurance businesses. Its pricing reflects that. 24Pet's PetPoint page says it plainly: implementing the 24PetWatch microchip and lost-pet-recovery program “gives you access to exclusive discounts on PetPoint software and 24PetWatch microchips.”
How big is the discount? One public document shows it. A PetPoint Application Service Provider Agreement (form dated July 2024) was published in the meeting records of Atascosa County, Texas, and its fee schedule lists these annual subscription options:

So yes, PetPoint can cost $0 in subscription fees. That's why some listings call it free. What the Advantage Program asks in return is spelled out in the same contract. The shelter agrees to:
- buy, use, recommend and promote 24PetWatch microchips and lost-pet recovery exclusively, and not buy or promote a competitor's microchip;
- implant a 24PetWatch chip in every dog and cat offered for adoption that isn't already chipped, and register every microchip (any brand) through PetPoint within 48 hours;
- tell adopters about 24Pet's email offers and collect their opt-in consent;
- list adoptable pets on its website through PetPoint's adoptable-search tool, in 24Pet's format, with a link to 24PetWatch.
None of this is hidden. It's the business model, and for many shelters it's a reasonable trade: the shelter was going to microchip its animals anyway, and the software comes with it. But it does mean the true price of PetPoint on the Advantage Program isn't really $0. Part of it is your microchip spending, and part of it is your adopters' attention.
What's included, and what costs extra
PetPoint comes in two editions, Professional and Enterprise. A PetPoint product sheet describes Enterprise as Professional plus features for more complex operations: kennel availability at intake, scheduled intakes and outcomes, scheduled reports, mobile inventory, and phone, chat and after-hours support. The same sheet and the county contract name several things that are priced separately:
- Onboarding. A one-time onboarding fee is due at the start of the agreement. It was $1,300 in the county contract, which covered the modules that county chose.
- Builders Suite. Custom kennel cards, contracts, documents, reports and dashboards. It's an add-on, and the Enterprise prices above exclude it.
- Constituent Services. Advanced pet licensing, an online licensing portal, and contract management for municipalities. It's also an add-on. The contract adds a per-license fee for licenses issued through PetPoint's online licensing: $0.75 each up to 50,000 a year, falling to $0.25 each above 100,000.
- Petfinder auto-upload. The product sheet lists this as an add-on, priced by how many animal records are uploaded each year.
- Additional services. Data conversion, custom development, configuration, report building and end-user training are quoted separately, through their own statement of work.
The rest of the total cost
The subscription line is only part of what PetPoint costs. When you budget, or compare it with anything else, include these too:
- Microchips. On the Advantage Program you buy 24PetWatch chips for every eligible adoption. What that costs depends on your negotiated chip price, which isn't public. 24Pet's own April 2026 announcement says microchips usually cost shelters $5 to $15 each.
- Leaving the program. The contract lets 24Pet charge $4.85 for each non-24PetWatch chip you register if you stop participating in the Advantage Program.
- Payment processing. PetPoint's Digital Checkout can connect to a payment processor, and 24Pet says that connection is optional. 24Pet doesn't publish processing rates. Ask what you'll pay per card transaction, and who you'll pay it to.
- Contract terms. In the county contract, subscription fees are billed in advance, annually or quarterly. Fees paid are generally non-refundable, and either side can end the agreement with 60 days' written notice.
- Getting your data out. This is a point in PetPoint's favor. The contract commits 24Pet to provide a complete copy of your data in SQL format monthly on request, and a complete copy on request after the agreement ends. The contract also says access to PetPoint is shut off immediately at termination, so take and verify your own copy before you give notice. What 24PetShelter means for cost
On April 7, 2026, 24Pet launched 24PetShelter as the successor to PetPoint and Chameleon. New feature development for PetPoint and Chameleon is ending, so both are in maintenance mode. That isn't a shutdown. 24Pet says there is no planned sunset date, and that bug fixes, security updates and support will continue for the foreseeable future. Transitions are client-led, and 24PetShelter is rolling out in phases, starting with organizations that have simpler operations.
24PetShelter's pricing is published, and it works differently from PetPoint's:
- No monthly or annual software fee for the core product, and what 24Pet calls “minimal” setup fees. It doesn't publish the amount.
- $5 per adoption processed through the mobile checkout (the Digital Checkout Experience).
- A free microchip with every eligible cat and dog adoption.
- Pet licensing module fees still apply. Early adopters had transaction fees waived through May 31, 2026, and that offer has ended.
When it announced 24PetShelter in June 2025, 24Pet said the new model would save shelters an average of $6 per adoption compared with the prior model. It didn't show that calculation, and the saving depends on what a shelter paid before.
What 24Pet hasn't published: whether an existing PetPoint contract carries over, whether moving to 24PetShelter costs anything, and what card processing costs on top of the $5. 24Pet says each transition gets a customized migration plan covering data migration, training and onboarding. Put those three questions to 24Pet before you plan a budget around 24PetShelter.

For scale: at 24PetShelter's $5 per adoption, the cost matches Pet Friend's Rescue plan ($300 a year) at 60 adoptions a year, the Shelter plan ($600) at 120, and Shelter Plus ($1,200) at 240. Above those numbers, flat pricing is the cheaper software bill. The microchip complicates the comparison, though. If you chip every adoption anyway, a free chip worth $5 to $15 (24Pet's estimate) can cancel out the $5 fee. Run the comparison with your own chip costs. When staying on PetPoint is the right call
Sometimes staying on PetPoint is the right decision, and it's often the cheapest one. If you're on the $0 Advantage tier and you already buy 24PetWatch chips for every adoption, your software bill is close to zero, and few platforms can beat that. PetPoint is also still supported, with no deadline. And under the contract, fees already paid are generally non-refundable if you leave partway through a term. Large municipal agencies that rely on its licensing and reporting depth have good reasons to wait and see how 24PetShelter develops for complex operations.
The case for looking around gets stronger when you pay a four- or five-figure subscription, when the microchip exclusivity doesn't suit how you work, when you want a product that's still adding features, or when you want a price you can see before you talk to sales.
How to evaluate your real cost
- Find your tier. Check which PetPoint subscription and support level your contract says you're on, and whether you're in the Advantage Program.
- Total up a year. Add the subscription, add-ons, license fees and card processing, plus what you spend on microchips beyond what you'd buy anyway.
- Ask 24Pet three questions. When could an organization like yours move to 24PetShelter? Would your pricing carry over? What would the migration cost?
- Take a dated export first. Before you sign anything new, take a verified copy of your data so you can check any migration against it.
- Compare on your own numbers. Use your real adoption volume and your real chip costs, not a vendor's average.

The shelter agrees to use, recommend and promote 24PetWatch microchips and lost-pet recovery exclusively, to chip every adoptable dog and cat, to register all chips through PetPoint, to collect adopter consent for 24Pet email offers, and to list adoptable pets through PetPoint's adoptable-search tool.
How much does 24PetShelter cost?
Per 24Pet's published pricing, 24PetShelter has no monthly or annual software fee for the core product and what 24Pet calls minimal setup fees.
